In announcing MVS, IBM also announced they would "Functionally Stablize OS/360", I.e., no longer add support or new functionality to OS/360. At the time OS/360 MVS 21.6 was definitely not stable (an IPL once per day in Prime time was a good day), hence how could they do what they hadn't done.
